Village of Nyack Seeks Candidates for Village Treasurer Position

The Village of Nyack, with a population of 7,100 and located in Rockland County, New York, is accepting applications for the position of Village Treasurer.

Village Treasurer Job Description:

The Village Treasurer is responsible for overseeing the daily financial operations of the Village. The Village operates with the following funds:

  • General Fund: $6.0 million
  • Water Fund: $4.3 million
  • Nyack Parking Authority Budget Fund: $1.0 million
  • Capital Improvement Projects: $22.0 million

Typical Duties and Responsibilities:

  • Assume custody of all Village funds.
  • File the annual report of revenues and expenditures with the NYS Comptroller.
  • Prepare and oversee the Village budget, including long-term planning, and manage all receipts and disbursements.
  • Oversee tax collection.
  • Supervise payroll preparation, reports, and records.
  • Manage accounts payable and accounts receivable.
  • Process ticket payments for the Nyack Parking Authority.
  • Collaborate with auditors at year-end, generating required financial reports.
  • Support labor contract negotiations.
  • Handle procurement for public works and purchasing.
  • Assist with grant administration.

Supervision:

  • Received: Works under the general supervision of the Mayor, Village Board of Trustees, and Village Administrator.
  • Exercised: Supervises the Deputy Treasurer.

Education, Experience, and Residency:

  • Bachelor’s degree in accounting or a related field with 6-10 years of experience. CPA preferred.
  • Municipal finance experience preferred.
  • Familiarity with MCSJ Edmunds software, GASB, and NYS Comptroller requirements.
  • Strong ability to communicate effectively, both orally and in writing.
  • Must reside in Rockland, Orange, Westchester, Putnam, or Dutchess counties.

  • Salary commensurate with experience, expected range: $80-100K.

Code Enforcement Officer I  -  Part time Position Available -  January 2025

DISTINGUISHING FEATURES OF THE CLASS: This is work involving responsibility for performing inspections to ensure compliance with local codes, laws and ordinances and taking action to address violations. Incumbents of this position focus solely on local codes, laws and ordinances and are not responsible for enforcing the New York State Uniform Fire Prevention and Building Code. Supervision is received from a Code Enforcement Officer III or the municipality’s designated code enforcement administrator. Does related work as required.

TYPICAL WORK ACTIVITIES: Patrols municipality for evidence of violations of local codes, ordinances and laws (e.g., littering, recycling, property maintenance, noise, peddling, parking in fire lanes or handicapped zones, etc.); Investigates complaints and performs inspections for compliance with local codes, laws and ordinances; Issues notices of violations and/or summonses to violators; Meets and/or corresponds with property owners and tenants to provide instructions regarding the violation(s) found and time allowed for corrective action; Performs follow-up inspections to ensure compliance;

Testifies in court cases where violations are contested; Prepares a variety of forms, records and reports relevant to Code Enforcement activities; May issue tickets for illegal parking.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of local codes, laws and ordinances*; working knowledge of inspection practices and techniques; ability to read and interpret local codes; ability to communicate effectively, both orally and in writing; ability to maintain simple records of work activities; ability to establish and maintain cooperative working relationships with others. 

MINIMUM QUALIFICATIONS: Graduation from high school or possession of an equivalency diploma and either:

1. One (1) year of paid work experience involving building construction, work in a building trade or in a position requiring familiarity with municipal building and/or zoning codes or ordinances; or

2. One (1) year of paid work experience conducting field inspections and/or investigations.

NOTE: An Associate's degree or higher in Building Technology, Architecture, Engineering Technology or comparable curriculum shall be deemed fully qualifying. 

SPECIAL REQUIREMENT: Possession of a valid driver's license at the time of appointment and throughout the duration of employment in this title. The appointing authority shall have the responsibility for the verification of the driver’s license which may be checked throughout the course of employment in this title. *To be demonstrated during the probationary period.


DPW Seasonal Positions  -  Available May - September 2025

LABORER DISTINGUISHING FEATURES OF THE CLASS: This is unskilled work of a routine nature. The work requires a variety of physical labor tasks and light maintenance duties and is performed under direct supervision. During periods of emergency work, employees in this class may be required to work at other than normal working hours and may be required to operate motor equipment. Does related work as required. TYPICAL WORK ACTIVITIES: Uses a shovel, pick, rake, scythe, axe, saws and other common hand tools as required for particular tasks; Mows and rakes grass using hand and power operated machines; Removes snow and ice and sands and salts walks and streets; Collects and disposes of rubbish; Does routine painting and performs other similar maintenance work; Weeds gardens and assists in planting flowers and shrubbery; May operate motor equipment on special assignment. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Ability to read and understand simple oral and written directions; ability to use a variety of common hand tools. MINIMUM QUALIFICATIONS: No formal education, training or experience required; however, requirements of the New York State Labor Law must be met and administered by the appointing authority. NOTE: When required to operate a motor vehicle under special or emergency conditions, must possess a license appropriate for the vehicle operated.
