The Nyack Village Board of Trustees, as the legislative body of the Village of Nyack, has jurisdiction over public roadways in accordance with Village Law 4-412. Under Vehicle and Traffic Law 1640(18) and Village Code 330-55, the Board may declare a snow emergency based on current or forecasted weather conditions and designate specific roadways as snow emergency routes.
This policy aims to protect public safety during snowstorms, ensuring that Village roads remain accessible for both vehicles and pedestrians, as well as for emergency services such as police, fire, and ambulance providers.
In the event of snow accumulation of two inches or more, the following procedures will be implemented:
Snow Storm Warning Notification
When a snowstorm advisory predicts a snowfall of two inches or more, and Rockland County Emergency Management issues an advisory, the Superintendent of Public Works will be notified immediately as the snow begins. This allows for an efficient response.
Measurement of Snow Accumulation
The Superintendent or a designated staff member will measure snow accumulation at Veterans Memorial Park on Main Street, ensuring no prior accumulation affects measurements. The depth will be recorded at three locations in the park, avoiding areas impacted by wind. Each measurement, including time and location, will be logged.
Once a snow accumulation of two inches is confirmed, it is officially designated as a snow emergency. The Superintendent will note the time and date in their daily log and recommend the declaration of a snow emergency to the Mayor or the Senior Elected Official in the Mayor's absence, with the Village Administrator also informed. Following necessary consultations, the snow emergency may be declared.
Notification Process
Public notification of the snow emergency will commence promptly after confirmation of two inches of snow. The following systems will be used to inform residents:

During a Snow Emergency, off-street parking will be available free of charge in all municipally owned parking lots, including Artopee, Riverspace, Catherine Street (front spots only), and the Marina lots. Please ensure that all vehicles are removed within 12 hours of the Snow Emergency being lifted.
The Snow Emergency Policy designates specific streets as “No Parking” zones during a Snow Emergency Declaration. Violations of these special parking restrictions will incur penalties as outlined in Village Code Section 330-57. Fines for violations are as follows:
Additionally, any vehicles parked in violation of these restrictions may be towed at the owner's expense.
The Nyack Department of Public Works will install traffic control devices and signs to inform the public of the special parking restrictions during a Snow Emergency.
The parking prohibition on designated streets will remain in effect until snowfall has ceased and the streets have been cleared, as determined by the Superintendent of Public Works or their designee.
The date and time when the Snow Emergency is lifted will be recorded in the Superintendent's daily log. Notifications regarding the lifting of the Snow Emergency will follow the same protocols as the initial implementation notifications.
