ROCKLAND COMMUNITY POWER
After a successful 18-month contract from April 2023 through September 2024, the Village of Nyack is relaunching our electricity supply program in May 2025, through Rockland Community Power. Again, participants will be able to power their homes and businesses with fixed rate renewable electricity, stable for 12-months through Rockland Community Power program.
Rockland Community Power is a local Community Choice Aggregation (CCA) program that leverages the collective purchasing power of our residents to negotiate better terms for electricity supply and purchase renewable electricity for residents and small businesses.Â
The Village has enabled CCA through a local law and has selected Joule Community Power, a division of Joule Assets Inc., as CCA Program Administrator to implement the Rockland Community Power program.Â
In mid-March 2025, eligible customers will receive a letter from our village that includes information on the program, how to opt out or switch to other options, and about public events where residents can learn more. Those who opt out will receive basic electricity supply service from O&R at the variable utility rate. Regardless of program participation, O&R remains responsible for delivery, repair services, and billing. Â
PROGRAM DETAILS:
Our new default electricity option will be 100% Renewable:Â
The Village of Nyack has chosen the electricity supplier Direct Energy and has chosen the 100% Renewable option as the default. This means, unless they choose not to participate in the program (and opt-out) or choose another supply option as listed below, all eligible residents and small businesses will automatically enrolled and receive the 100% Renewable option, beginning on their first meter-read after May 1, 2025.
 Our new electricity supply rates:Â
The fixed prices for the default will be $0.1209/kWh for residents and for small commercial customers for 100% NYS renewable electricity.Â
The added gross receipts tax (GRT) results in a total price of $0.1221/kWh for residential customers and for small commercial customers. GRT is authorized by New York State law and applies to utility services provided to all customers in the Village of Nyack regardless of energy provider.
The new rate will remain fixed for a 12-month period through April 2026. Â

If you choose the renewable product offering, you will pay a premium for this product over the utility standard product pricing, however, you will be contributing to NYS clean energy goals.
 What is Opt-Out Enrollment?Â
Opt-out enrollment means that you will be automatically enrolled to participate in the CCA program unless you are already receiving supply service from an alternative supplier, have a block on your account, are a Time-of-Use Customers, are a HEAP participant, or take action to opt out of the program.Â
There is no fee or penalty for opting out. You may opt out during the opt-out period or at any time during the program.Â

 How do I opt out or change my supply option?
Only eligible residents and small businesses will receive a letter in mid-March 2025, explaining your options, the program rates and how you can opt out in the 30 day opt-out period which will run from March 10 to April 8, 2025.Â
Please note that if you do not opt out before April 9th, you will be enrolled in ESCO service under our program’s contract terms. Also note that residents and small businesses may leave or rejoin the program or switch to another available rate option at anytime, for no fee, during the length of the contract. Â

Can I participate if I already have rooftop solar or community solar or hydro?
Yes, you can participate!
Does this program replace my utility company?
No, O&R will still be responsible for billing and responding to power outages.
 How will my bill look?Â
You will still receive one bill from O&R, but the supply section of your electricity bill will show the name of the alternative supplier/CCA Administrator. This program does not impact the delivery portion of your electricity bill, the reliability of your electricity delivery, or how you are billed. If you have a power outage, please contact O&R.
